WebCenter Portal Search Problem With Turkish I Character (Doc ID 2052961.1)

Environment: Oracle WebCenter Portal Spaces (WCP) and Oracle WebCenter Content (WCC)

In a case-insensitive search of Webcenter Portal, the results are not same for "GETİR" and "getir". This problem is about, the uppercase "i" character in Turkish.
The results of "GETIR" and "GETiR" is same. "

The uppercase of "i" in Turkish is "İ" not "I".
Note that the Turkish 'I' character has a small dot on top of it. So this is not the same as a Western 'I'.

The problem occurs whilst searching for Documents - the same issue occurs for title as for contents.

Steps to reproduce the error/issue:
1. Add documents to WCC with Turkish uppercase 'i' characters.
2. Search, in WCP, with the search term using the Turkish uppercase (dotted) 'i'.
Note that this results in a different set of hits compared to searching using lowercase characters.
