Error: "For Server $ServerName, the Node Manager Associated With Machine $MachineName is Not Reachable" Attempting To Start A Managed Server Within The Administration Console (Doc ID 2054244.1)

When attempting to start a managed server within a P6 EPPM domain from the domain's administration console, the following error occurs:

For server $SERVERNAME, the Node Manager associated with machine $MACHINENAME is not reachable.
All of the servers selected are currently in a state which is incompatible with this operation or are not associated with a running Node Manager or you are not authorized to perform the action requested. No action will be performed.

The issue can be reproduced at will with the following steps:

  1. Login to the domain's administration console (http://server:port/console)
  2. Browse to Environment, Servers, Control tab,
  3. Check the box next to the managed server name and select Start
