Rule Scans Running For Inactive Accounts

Rule scans are finding inactive accounts. The expectation is if an user has an inactive account on a server/application, the rule scans should not pick up the entitlements for that account.
Is there any way of excluding the inactive accounts from the scans?

Steps to reproduce:

Configure and run the rule scans for a worker that has entitlements that meet the rule conditions, but the account is disabled.
