WebCenter Forms Recognition Batches Are Stuck In State 100 (Doc ID 2055763.1)

Symptoms

The Runtime Server, (RTS) is not processing all new batches.   the service is running but some batches remain in State 100, (the batch is newly imported and ready for OCR).  In some cases, the RTS will appear to be locked up.
