Ckeditor Inserting Extra Spacing with multiple empty P tags when using an Asset Include (Doc ID 2056972.1)

Symptoms

When the config.js is modified so that the enterMode parameter is set to use P tags: config.enterMode=CKEDITOR.ENTER_P; the CKEditor is creating extra tags <p> &nbsp;</p> before and after using the Include Asset feature whenever you toggle back and forth between Source and WYSIWYG views of the CKEditor
