Symptoms

In a multiple server instances environment, sometimes JVM instances restart and users face slowness issues and are unable to login.

ipm.log shows:

 

Even after following both solutions from Slow or No Response of Reports 10g/10gR2 Ping URL Causes OPMN To Restart OC4J_BI_FORMS (Doc ID 261867.1) the issue is still there.
