Navigation Menu Task Flow Does Not Work With Multi-level Navigation Model (Doc ID 2059899.1)

After using Portal Builder to create pages and sub-pages in a 2 level structure, the Navigation Menu is not rendered correctly at runtime.

Issue (1) The 'Webcenter Portal Top Navigation' does not show the second level sub-page

Issue (2) 'Navigation Menu' shows duplicated first level sub-page

Issue (3) The parent menu item is not clickable
