Last Modified Date In The Portal Page Is Not Working As Expected In 11.1.1.8.x WebCenter Portal Installation

Symptoms
In an 11.1.1.8.x Portal, when editing a page and making some changes to the structure of a page (add tabs, content, etc.), 'Last Modified' Date/Time is not updated, nor is 'Last Modified By' username updated.
Only when renaming the page or changing the description, are these two fields updated.
Follow these steps to see the area we are looking at:-
1. Edit a Portal
2. Select a page
3. At the top left, click on a "Web" button which will switch to "Data"
4. Now you see a summary of the page, and page details which are being referred to.
