Webcenter Portal Framework Application Does Not Render Correct Page In Popup Dialogs From ADF Task Flows

Symptoms
A custom task flow has an ADF command button to open up a modal dialog in an external window. This task flow is surfaced through a page in a WebCenter Portal Framework application. In 11.1.1.8.5, the popup happens and contains the target page fragment. After patching to 11.1.1.8.7, the page appearing in the dialog box is no longer the desired target page, but instead the default home page of the portal. In a slightly different scenario, you may see a login prompt.
The task flow works fine outside of WebCenter Portal Framework.
Changes
Patching to Framework 11.1.1.8.7 or higher and updating the WebCenter Extensions to match.
