Multivalued Textareas don't preserve HTML formatting (Doc ID 2060884.1)

Symptoms

A multivalued textarea attribute with xml-like tags entered renders incorrectly after editing. The text attribute does not display correctly (e.g. xml-like tags are not visible) in the Edit form, unless the text attribute has been clicked on.  Once saved, xml-like tags disappear.  Only text is saved.  This does not occur in single-valued text attributes, the text displays as expected with the xml-like tags displayed.
