Symptoms
In an OSB clustered environment, one file poller is configured for one Proxy Service (PS) as a singleton resource where only one managed server can poll the directory.

However, sometimes the file poller is running on two managed servers for the same Proxy Service, resulting in duplicate processing.
Changes
Manually switching the file polling server to another one, this issue could happen.
