Oracle B2B Not Translating Application Message For Outbound Transactions

On : SOA 11g version, B2B Engine
ACTUAL BEHAVIOR
------------------------------
Oracle B2B is not automatically translating an Application Message received for an EDI Outbound Transaction.
A back end SOA composite sends the XML application message to B2B. B2B further is supposed to translate this application message into Business Message and send it to remote trading partner as Wire Message.
B2B engine processes this application message successfully. The Application Message status is MSG_COMPLETE. However there is no Business Message or Wire Messages created.
There are no errors in the Error Log that indicate any reason why the Application Messages are failing to translate when the Application Message is initially received.
