ContentCategorizer SccComputeSuggestedMetadata Error - MissingResourceException (Doc ID 2062111.1)

Symptoms

Attempt to load content using ContentCategorizer results in an Error:           
Content Server Request Failed
Error computing Suggested Metadata during Check In New. Unable to execute service method 'sccComputeSuggestedMetadata'. The error was caused by an internally generated issue. The error has been logged.

Excerpt from log file:
