Using Skins The Images/Logos Are Not Visible Using IE8 (Doc ID 2062856.1)

Symptoms

Using WebCenter Portal Framework Skins (CSS File), the images (Logos) are not being displayed using Internet Explorer 8 (IE8)
The images display correctly using Internet Explorer 9 (IE9) and above, and in other browsers like Firefox, Chrome etc. 

These images are inserted in WebCenter Portal application like mentioned in below code:

Example:
Images/Logos: DoHlogo.png, eHlogo.png, NeHlogo.png
