Jsp Updates Are Not Reflected with Redeploy during Managed Server Is Down (Doc ID 2063366.1)

Symptoms

 Updated jsp files are not reflected after redeploy with the following condition.

  1. Production environment or page-check-seconds is -1 in weblogic.xml
  2. "precompile" is false (default) in weblogic.xml
  3. A managed server is down
  4. Redeploy or undeploy/deploy a web application which includes updated jsp files on the down managed server

When managed server is not started up, <BEA-149171> message (INFO level) is output in Admin Server log when deploy command is issued.
