Goldengate Replication Characterset Conversion Using CHARMAP Not Working

Using Oracle GoldenGate 184.108.40.206.x to replicate from DB2 v9.7 to Oracle 220.127.116.11 characters are not correctly translated when using CHARMAP.
The DB2 database was created using the Big5 character set and Oracle is using AL32UTF8.
