How To Unlock The APEX Instance Administrator (ADMIN) Account (Doc ID 2064246.1)

Goal

APEX has a feature, whereby if configured, an account can be locked after several failed attempts of logins. This is all fine if the account is either an 'End User', 'Developer' or 'Workspace Administrator' as the APEX Instance Administrator can login into the APEX Instance Admin page and manually unlock the account.

However, what happens if the Instance Administrator account is actually locked and thus the Instance Administrator cannot log into the APEX Instance to unlock themselves. So, how do you unlock and APEX Instance Administrator account?
