Error Generated when Attempting to Update WebCenter Portal (WCP) in Web Layout Editor: "System code execution error" (Doc ID 2066006.1)

Symptoms

Fails to "Update Portal" when attempting to add a banner and footer (modification) to WCP page and home page.  After enabling the components navigate to Web Layout Editor > Options > Update Portal, error is generated:   "System code execution error."
