OPAM Server Not Able To Find TDE Wallet

Post installation, OPAM is not able to find the Transparent Data Encryption (TDE) wallet with the error "no wallet found" during server configuration.
This is also reflected in the opam server logs.

The following error can also be seen in the logs, indicating database permission issues. ORA-00942: table or view does not exist
