HTML Content Not Displaying After Upgrading to WebLogic Portal (WLP) 10.3.6 (Doc ID 2069017.1)

Symptoms

After upgrading to WebLogic Portal (WLP) 10.3.6, content items are not being displayed correctly.  (Example: Upgrading from WLP 9.2 MP3)

Text properties are rendering fine.  However, binary properties (including html) are having issues.  The content comes up as the name of the html file but the content of the actual html file is not rendered.
