Symptoms
Attempts to configure ORDS fail with both the ORDS command line and the ORDS configuration utility in SQL Developer. The error is largely the same. These configuration attempts are being performed on a machine separate from the database server.
At the point where the SYS account and password is supplied, to confirm the presence of or create the ORDS_METADATA and ORDS_PUBLIC_USER schemas, the SYS account credentials are rejected with an error.
From the Command Line:
However, it is confirmed that the SYS account and password are valid, connections to the database using SQL Plus on the server as SYS AS SYSDBA are successful.
