What is the JDeveloper 12.2.1 Installation "file2" for? (Doc ID 2073435.1)

When trying to install JDeveloper 12.2.1 for Windows from OTN site, two files are listed, as "file1" and "file2".

The first of this files includes the executable, for instance the Windows executable is jdev_suite_122100_win64.exe.

There is a second file listed as "file2" in the download page.
