Tuxedo 12.1.3 TMJAVASVR Encoding Problems On a Service Request Between SALT Web Client And Database

Symptoms
Web Client (SOAP-UI) requests in UTF-8 to SALT service SALT 12.1.3 . The Tuxedo SALT GWWS process has multi-encoding property configured (although it should not be necessary because the web client is using UTF-8).
Then the service is offered by a TMJAVASVR and a couple of problems are seen:
1) If some special character (like "'´" ) is inserted into the database then it is not inserting it in UTF-8 encoding(the NLS_LANG is Spanish_Spain.AL32UTF8)
2) There is an input parameter in TMJAVASVR that is used inside the program, but not modified, and in the output received by SOAP-UI it is not encoded properly (it is not showing "'ó"). In this case no interaction with database.
