Reports Builder and Forms Builder Fail to Start After a New 12c Configuration Environment

Symptoms
A new installation and configuration of Forms and Reports 12c has been done.
There were no errors during this process but when trying to start Forms Builder (ORACLE_HOME\bin\frmbld.exe) the following error is displayed:
Trying to start Reports Builder (DOMAIN_HOME\reports\bin\rwbuilder.bat) seems to start but it quits after a couple of seconds.
Checking the registry for Forms/Reports 12c environment the following variables are the only ones defined:
