Symptoms
After upgrading to Sites 11.1.1.8.0 Patch 11+ or 11.1.1.6.1 Patch 21, receiving java.io.FileNotFound cas-spring-configuration error when deploying/starting up new CAS
The following error is seen in the weblogic managed server log when starting up the CAS application:

Upgraded to Sites 11.1.1.8.0 Patch 11+ or 11.1.1.6.1 Patch 21 which upgrades the CAS application to CAS 4.0.
