Cannot Start Servers In A Group when using .MIB it reports "LIBTUX_CAT:252: WARN: Cannot synchronize with tmboot...continuing" But it start when using tmboot command (Doc ID 2075603.1)

Symptoms

In a Tuxedo group of  100 transactional application servers, .MIB interface is used to shutdown both groups and then restart them.
TA_STATE is set for the group to INA and then is set it back to ACT.

Not all the servers restart and  LIBTUX_CAT:252: WARN: Cannot synchronize with tmboot...continuing is reported in the ULOG.

All server start successfully if tmboot command is used.
