After upgrading From PS2 To PS3, cannot see Administration Roles Tile on the Self Service Console

After upgrading to PS3 from PS2, you are unable to see the Administration Roles tile on the Self Service console when logged in as xelsysadm.  To reproduce:

1. Log on to the Self Service console as xelsysadm.

2. Click on Manage in the upper right corner.
