SOAPAction HTTP Header missing when invoking Salesforce or any other third party enterprise WSDL (Doc ID 2078104.1)

Symptoms

On : 12.1.3.0.0 version, BPEL Service Engine

When attempting to invoke the Salesforce Enterprise WSDL, it is failing in 12.1.3 with the following error:
