Unable To Login To ZFS Heads via BUI and CLI In Exalogic Virtual 2.0.4.X Rack With "no memory" Error

In Exalogic 2.0.4.x Virtual racks issue of unable to login to ZFS Heads via BUI and CLI is seen.
Login attempt from BUI takes forever. When attempting to login via CLI, the login fails as follows with "no memory" error dropping to emergency shell prompt.
This issue can happen on both the storage heads or just one head regardless whether the head is active or not.
