Oracle Access Portal Pre-requisites Failed - JPS-05546: Bootstrap credential store service missing (Doc ID 2078607.1)

Symptoms

The OAM Admin Server startup fails and throws the following error:

SEVERE: Bootstrap credential store service missing

SEVERE: Ldap bootstrap credential retrieval failed. Reason:{0}.
oracle.security.jps.JpsException: JPS-05546: Bootstrap credential store service missing

The issue can be reproduced at will with the following steps:

  1. Download the unrestricted Java Cryptography Extension files for IBM Java 7 from https://www-01.ibm.com/marketing/iwm/iwm/web/reg/pick.do?source=jcesdk&lang=en_US
  2. Copy the JCE files to /jre/lib/security on the weblogic server
  3. Restart the weblogic Admin server.
