Oracle HTTP Server 12.2.1 Fails To Start With Error 'MSVCR110.dll' Missing From Your Computer (Doc ID 2078713.1)

Oracle HTTP Server - Version 12.2.1.0.0 and later
Microsoft Windows x64 (64-bit)

Installed and configured Oracle http server 12.2.1 on Windows 2012 R2 machine.

Note: This issue SHOULD have been experienced during installation, but solution from this note was not followed:

If not following proper steps during installation, when configuring or starting after, the ohs component fails with error:

launch.exe - System Error

The program can't start because MSVCR110.dll is missing from your computer.
Try reinstalling the program to fix this problem.
