FRM-92120 Missing Register.dat File On Forms 12c when Using LEGACY_LIFECYCLE=TRUE (Doc ID 2079935.1)

Symptoms

When running an Oracle 12c (12.2.1.0.0) Form and legacy_lifecycle=true, either via the URL or within the formweb.cfg file, an FRM-92120 is raised.

FRM-92120: Fatal error: registry file http://...:9001/forms/java/?ifcmd=regFile=oracle/forms/registry/Registry.dat is missing

The Java Console shows the following exception.

FRM-92120: Fatal error: registry file http://example.com:9001/forms/java/?ifcmd=regFile=oracle/forms/registry/Registry.dat is missing.
