The Application Is Staged When StageMode Is External But PlanStageMode Is Stage (Doc ID 2083574.1)

Symptoms

When deploying an application with WLST and the deploy() command, the application is copied to the stage directory of the managed server although the stage mode is set to "external_stage".

The issue seems coming to the fact the deployment is done with a deployment plan and that this one is deployed with the planStageMode set to "stage".

According to our documentation, an application's deployment plan can be staged independently of the application archive, allowing you to stage a deployment plan when the application is not staged.  Here is the reference: Staging Deployment Plans

However, this is not the case as the application is copied to the stage directory although the stage mode is set to "external_stage".

After running the deploy() command below:
