Certification Comments are not Available after Certification Tasks Reassignment (Doc ID 2083780.1)

Symptoms

After providing comments to a certification task then those comments are not shown to the new approver after reassignment.

Steps:
 - Login as a manager and reassign a certification task to a new manager with comments.
 - Not able to view the certification comments when the task is assigned to the new manager.

EXPECTED BEHAVIOR

Certification comments must be shown to the new manager.
