FMw 12c documentation requires MDS schema to be installed - Conflicts with ADF 12c documentation

ADF applications have been deployed that do not require MDS (Metadata Services). However 12c forces the Metadata Repository requirement for these standalone installations (it was not a requirement in 11g).
The problem is, even though the 12c documentation seems to indicate that you can choose to NOT create the repository, the configuration wizard (domain creation) does not give you that option. The only option available is to specify an external database repository.
Therefore it is confusing as to whether or not a standalone configuration without the MDS repository is supported.
Blog post here which talks about how to setup a standalone WebLogic 12c server with ADF without requiring a database. It is mentioned several times in this blog post that the configuration may NOT be a supported one. But it is not definitive.
There is a section in ADF documentation with a flow chart that shows it is possible to install the product without a repository. See figure 4-1 flowchart here.
It is contradictory to the Fusion Middleware Infrastructure install/configure guide which indicates that you MUST have a repository. See Fusion Middleware Infrastructure installer documentation - 3.1 Creating the Database Schemas here.
