Unable to View or Manage OVD 11g Adapters in ODSM After Applying Patch for BUG 20364396 (Doc ID 2084303.1)

Symptoms

Attempting to workaround known issues documented in:  OVD 11g 11.1.1.7 ODSM Interface Deletes the Ping BIND Password During Any Adapter Change (Doc ID 1983467.1)

Patch for Bug 20364396 causes adapters to no longer be viewable / visible in ODSM.  Adapters continue to function, but unable to managed adapters via ODSM.

The wls_ods1-diagnostic.log shows:
