After Upgrading Siebel To Patchset 10, OIM Is No Longer Able to Connect To Siebel (Doc ID 2084407.1)

Symptoms

An existing OIM system was able to use the Siebel connector and connect to Siebel for SSO, but after upgrading to Siebel 8.1.1.14.10,  it's no longer successful and is  getting connection failures in OIM to siebel

Changes

 Applied patch 10 to Siebel 8.1.1.14
