EncounterTimeFrameLow Does Not Get Set. (Doc ID 2084577.1)

Symptoms

On : 11.1.1.7.0 version, BPEL Service Engine

ACTUAL BEHAVIOR
---------------
EncounterTimeFrameLow is no longer being set after applying Bundle Patch 11.1.1.7.8.

The following error is occurring it the logs:
