Symptoms

Attempting to apply the WebCenter Framework and Services Design Time oracle.webcenter.framework_bundle.zip extension. Jdeveloper indicates that the extension was applied correctly and prompts for a restart, however on restart, the extension has not applied as it still shows in the list of available updates and is not listed in the features - installed updates list.
