HTTP requests to OSB Rest Services are resulting in a 403 Forbidden error (Doc ID 2087277.1)

Symptoms

Services configured using the Rest Adapter are deployed on OSB 12.2.1.

When the services are run from the OSB test console, they are working fine but external HTTP requests to the same services are failing with 403 Forbidden.

The corresponding SOAP requests are working fine.
