Symptoms
Important Note:
This document describes about the problem occurs in installing OID 11.1.1.9.
If you're facing the similar error but when installing OID 11.1.1.7 or before, please check <Document 1445389.1>.
When installing OID 11.1.1.9 with using DB 11gR2 or 12c as repository database, it failed in "Load Oracle Internet Directory Schema" phase as following:
Case-A: creating schema via RCU fails with ORA-1031
When creating the OID repository schema via Repository Creation Utility (RCU), it fails with the error dialog "ORA-01031 insufficient privileges". Also, RCU logs show following errors:

This issue occurs when using non-SYSDBA user (e.g. SYSTEM) as connecting DB user when creating the schema.
