We have OAM (11GR2-PS3, 22.214.171.124) setup as an Identity Provider (IDP). In the SAML Assertion that is being generated and sent to the Federation Partner, the "Issuer" is being sent with the incorrect data format.
In the OASIS SAML2.0 spec ("Assertions and Protocols for the OASIS Security Assertion Markup Language (SAML) V2.0, OASIS Standard, 15 March 2005, saml-core-2.0-os") it indicates in section 8.3.6 that:
An entity identifier of "urn:oasis:names:tc:SAML:2.0:nameid-format:entity" should contain the syntax of such an identifier is a URI of not more than 1024 characters in length. It is
RECOMMENDED that a system entity use a URL containing its own domain name to identify itself.
It appears that the assertion is using the OAM entity ID as the value, rather than the IDP URI.
This is causing on of the Federation Partners to fail in the assertion validation. It is expecting a URI syntax
