Fresh install, after set OES Weblogic domain, in new domain, unable to start.

Customer configuring "Oracle Entitlements Server" Followingthe next documentation:

7.4.3 Configuring Oracle Entitlements Server in a New WebLogic Domain

Unable start OES Admin server domain, observing this error on logs:
