OIM OAM Integration Auto-Login not working for First User Login

Symptoms
OAM is integrated with OIM, everything works fine, except when new created users login for the first time:
1. New user is created
2. New user tries to log in
3. User is prompted to change password and set challenge question. On submit user should be allowed to access the resource directly however user is being asked to login again
No relevant errors are seen in OAM logs. OIM logs indicate that auto-login did happen successfully:

However, OIM logs show that OIM fails to validate the URL and redirects to a different URL:
