New Federation Service Provider Partner Fails With Missing Partner Configuration (Doc ID 2089359.1)

Symptoms

A New federation SP partner failing with a the following error in the OAM Managed server diagnostic log:

oracle.security.fed.jvt.discovery.exceptions.DiscoveryFinderException: Missing partner configuration for: https://<PARTNER.HOST.DOMIAIN>/saml/sppartner

Reviewing the oam-config.xml we can see there is indeed an entry for an SP partner with the provider ID matching the value in the above error.
