Error with "Resource is already canceled, suspended or waiting..." Trying To Revoke or Enable A Resource For a Disabled User (Doc ID 2089685.1)

During reconciliation you observe that a resource/account is assigned to a disabled user. You then try to revoke the account, but it fails as the account is in a disabled status.  If you then try to re-enable the account, you see the following error message:
