Symptoms

Getting "ORA-12154: TNS:could not resolve the connect identifier specified" while attempting to login to Web Verifier after completing the WFR 11g upgrade.

Changes

Upgrade from 10g to 11g and the addition of Web Verifier IIS service to the environment.
