Certification Dynamic Groups Over 1000 Users Skips 1 User For Each 1000 Users

On : 11.1.2.2.X version, Certification

ACTUAL BEHAVIOR
---------------
Certification targeting dynamic groups over 1000 users skips 1 user for each 1000 users

There seems to be when a Certification is targeted at an organization with dynamic membership there are users not being evaluated for inclusion in the certification. This seems to be 1 user for each 1000 users. EG for 20,100 users there are 20,080 users being evaluated in the user base.


EXPECTED BEHAVIOR

Include all of the users that it should be included in certification


STEPS
-----------------------
Create a certification against an Org - XYZ", it is supposed to include 20866 users. But it actually only includes 20846 users. This only happens in the dynamic organization over 1000 users based on the membership rule.
