IPM 10g MigrationService.exe.config Fails To Load and Errors Occur (Doc ID 2091395.1)

Symptoms

When attempting to add detail to the MigrationService.exe.config file, the following errors occur and the service does not start.

Application: MigrationService.exe
Framework Version: v4.0.30319
Description: The process was terminated due to an unhandled exception.

Event Viewer System log:

A timeout was reached (30000 milliseconds) while waiting for the Oracle I/PM Migration Service service to connect.

The Oracle I/PM Migration Service service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion.

Popup Error

Windows could not start the Oracle I/PM Migration Service service on Local Computer.
Error 1053: The service did not respond to the start or control request in a timely fashion.
