OAM - OIM Integration - First Login Page Missing Instructional Text (Doc ID 2091477.1)

OIM-OAM integrated, when a user lands on firstlogin page, the instructional texts like below are not shown on the screen

Please reset your password. (on admin reset or for new user, when obchangepasswordflag = true in LDAP)
Your password will expire on, please reset your password. (When user is in password warn state)
Your password has expired, provide a new password. (when user password has expired, obpasswordexpirydate is past date)

These instructional texts are not shown on the panelheader.
The expression to show component like '#{pageFlowScope.action eq 'changepwdandsetchallenges' or pageFlowScope.action eq 'changepwd'}' doesn't seem to evaluate, which might be causing the above instructional texts to remain hidden.
